Till 2016 Canada’s technology industry faced a struggle in hiring top skilled workers in the start-up business sector. After this development the Global Talent Stream was launched.

Presently, there is a shortage and the labor market gap is huge as thousands of jobs are forecasted in the next 2-3 years. Canada has a plan to plug this gap by using immigration policies for skilled workers.
 

The Problem with the Old System

Moreover, in the past the technology talent arrived using the general streams like other skilled workers. Additionally the Labor Market Impact Assessment process was cumbersome. Processing took more than a year.
 

Changes in Global Talent Stream

With the launching of the Global Talent Stream in June 2017 the government policy made a commitment to process applications inside Canada within two weeks for several in-demand positions. Additionally the approach had a focus on clients. GTS Operates as a part of the Temporary Foreign Worker Program, and has two streams:
 
  • Category A, features a list of designated partners who refer businesses to get an access to the GTS
  • Category B features a list of target occupations covered in the GTS.
  • Moreover, there are Short-term work-permit exemptions for 15, 30 or 120 days especially for professionals, managers, and researchers.

    Sub-set of 5131* Producer, technical, creative and artistic director and project manager – Visual effects and video game

    Position requires a minimum of five years of experience in the visual effects, video game or animation industries in one or a combination of the following roles: producer, technical director, creative director, artistic director or project manager, with experience in at least one or more of the following skills relevant to the visual effects, video game or animation industries: surfacing and look development; character or simulation rigging; matte painting; or technical pipeline development and application for visual effects, video games, or animation production.

    Sub-set of 5241* Digital Media and Design

    Position requires a minimum of five years of experience in at least one of the following digital media design skills: 3D modeling, virtual reality, augmented reality, digital media animation, levels editing for digital media design, software editing for digital media design, pipeline software development or applications relevant for digital media design.

    Timing of the Launch of Global Talent Stream

    While Canada launched this Global Talent Stream, USA was practicing a crackdown on immigration. Though there were no formal changes to the H-1B visa meant for skilled workers, the US officials made obtaining this visa more difficult.

    There are problems of Paperwork requirement and the processing time is lengthy. The officials are creating some hurdles and delaying the process to issue visas.

    All skilled worker professionals can consider Canada as an option.

    Success of the Global Talent Stream

    Businesses have made a plea to extend the GTS beyond the present two-year pilot, which will expire in June 2019. 2000 workers were approved by Canada since launching of the program in Q3 2017.  These professionals can make a quick transition to permanent residence after their arrival.
